＜運輸安全委＞船舶に居眠り防止装置を ５００トン未満対象（毎日新聞）

　運輸安全委員会は２８日、総トン数５００トン未満の内航船や漁船に対し、居眠り防止装置の義務化などを検討すべきだとする意見書を前原誠司国土交通相に提出した。

　０４年１月から１０年３月までの海難審判庁（現海難審判所）の裁決と安全委の船舶事故調査報告書によると、船舶事故約５１００件のうち、原因が居眠りだったものが約１０％を占め、１３人が死亡・行方不明になり、負傷者は９２人に上る。

　海外でも大きな被害を伴う居眠り事故が発生しており、国際海事機関（ＩＭＯ）は０９年６月、海上人命安全条約を改正し、１１年７月以降はすべての旅客船と１５０トン以上の旅客船以外の船舶に居眠り防止装置設置を義務化する。しかし、５００トン未満の内航船や漁船などは、義務化は当該国の主管庁の裁量とされている。安全委によると、約５００件の居眠り事故のうち、約９６％は同５００トン未満で、船種別では、漁船や貨物船が８６％を占める。海上保安庁によると、居眠り事故は航路が狭いうえ多くの船舶が航行する瀬戸内海などで多いという。国交省は、船舶安全法に基づく船舶設備規程の改正を検討する。【平井桂月】
